Location: Based at the Country Office in Port-au-Prince with frequent travel to Plan Haiti programme areas (Jacmel, Croix-des-Bouquets and Fort Liberté) and, eventually, international travelling.



Reports to: Country Director



General Overview

Under the supervision of the Country Director, the purpose of the Business Development and Grants Support Coordinator is to coordinate and be accountable for all business opportunities and grants activities at country level.  You will be responsible for ensuring the achievement of country grant portfolios growth plans, high quality and timeliness communications with donors and managing effective working relationships with National Offices and bilateral and multilateral organizations at country level.  You will also support field staff to ensure that grants are implemented and reported on in line with the contractual agreement.



Typical Responsibilities - Key End Results of Position:



Resource mobilisation

• Lead the development, implementation and monitoring of the resource mobilization plan (RMP) / Grants Strategic Plan.

• Working with Country Manager Team (CMT) and Programme Team (PT) members to ensure an active donor engagement plan is in place (complete with updated donor mapping, donor engagement tracking and updated action plans), and updated monthly.

• Lead the process for identifying & exploring new fundraising opportunities; review and summarize funding requirements from various donors; evaluate & recommend response to fundraising opportunities.

• Responsible for ensuring the marketing of concept papers, proposals, country strategic plans with relevant National Offices and donors.

• Network with other INGO’s, NGO’s, and current/potential donors to facilitate partnership & coalitions for advocacy & fundraising.

• Review and sign-off on all proposals, prior to CD sign-off, before to submission to the NO or donor to ensure that minimum quality and cost recovery requirements are met.

• Lead Funding Agreement Documents (FADs) negotiations to ensure that proposal reviews are completed and min standards met, to ensure that all contracts are reviewed before signature and to include appropriate reporting and implementation requirements.



Grant Management

• Ensure that grant management procedures are fully supported by all CMT members

• Ensure that all FADs are authorized, updated, and disseminated as and when necessary.

• Visit program areas and grant projects regularly to monitor grants progress & implementation, and to collect data as needed.

• Monitor monthly and adjust information as needed.

• Promote a grants friendly environment; via training, sensitization, capacity building, of grant staff

• Provide adequate training to field staff on Specific Grants management skills (including proposal and report writing)



Donor/NO Relations -

• Act as the primary point of contact for all resource mobilisation and grant management related communications to/from the National Organizations; including donor opportunities, responding to donor queries; requests for visits, etc.

• Coordinate with National Organizations and CMT regarding external audits required by donors.

• Prepare & ensure donor/NO visit objectives are met.





Dealing with Problems

The Business Development and Grant Support Coordinator works under the Country Director’s supervision. He/She is free to take some decisions on Grant management, increasing Plan International Haiti´s Grant portfolio or establishing better relationships with donors and partners. Any matter going beyond their authority is referred to the Country Director.



 

Perfil/Requisitos


Knowledge, Skills and Behaviours required to Achieve Role’s Objectives Essential experience • Experience developing and implementing successful programme funding strategies and of delivering income against targets. • Development humanitarian programming experience, and a good understanding of international development and humanitarian issues • Applied knowledge of project and grant cycle management including problem analysis, project design, financial planning and management, and monitoring and evaluation. • Experience securing institutional funding grants and private contracts • Experience preparing quality narrative and financial reports for institutional and private donors • Sound knowledge of humanitarian funding policy and typical contract rules and procedures • Experience establishing and cultivating strong donor relationships that have delivered substantially increased income • Experience of managing a team of staff and promoting high performance • Experience working with people from different cultures to deliver complex work tasks Skills and abilities • Qualified to degree level in relevant subject (International development, social sciences etc) • Ability to interpret and analyse complex information from a range of sources and present to a donor in a detailed and accurate way. • Proven facilitation, training and capacity building skills, ideally in supporting partners or colleagues. • The numerical ability to analyse financial information, budget and monitor costs. • Excellent communication skills, particularly to produce high quality written narrative. • Confidence to operate in a strategic leadership role and to engage with senior managers • Ability to think and work proactively and flexibly, creatively and strategically under pressure or when faced with competing demands. • Ability to work well in a team and cross-organisationally and to establish excellent relationships with colleagues from different functions and cultures. • Confident and proficient in the use of MS Office • English and French proficiency
