For its staff in Humanitarian Aid Department, UNRWA Spain is seeking to employ one qualified professional for the following post: Emergency and Humanitarian Aid Project Officer
Under the direct supervision of Coordinator of the Area (CoA), and in accordance with the established human resources policy, the project officer will:
Primary Duties and Responsibilities
1. Prepare project proposals and reports as required and as assigned by the CoA, work on assigned project/s independently and coordinate with relevant staff in the projects team;
2. Formulate high-quality and responsive project proposals, concept papers, and project reports in coordination with the UNRWA Field Offices and respective Field departments;
3. Monitor the implementation of projects in coordination with field departments and verify adherence to the donor requirements;
4. Research and monitoring the publication of calls for proposals and other funding opportunities
Preparation, maintaining and updating projects tracking under the tools established for that purpose (tracking tables and others).
5. Search and preparation of documents to resolve incidences or fulfill donor's requirements related to justification, as well as project audits. Ensure that a properly Gender and Human Rights approach is incorporated into the formulation and implementation of all projects.
6. Manage the files and digital /physical archive of the projects under his/her responsibility.
7. Occasional Field missions: organizing the logistic and agenda of the trip in coordination with UNRWA Partnership Division and the Field Offices involved. Collecting information about the projects development, priority needs and challenges, and working for the identification and resolution of any incidence in the projects supported from the organization.
8. Ensure the appropriate information flow, permanent and fluid, with donors under his/her responsibility, other departments, regional representatives and direct supervisor.
9. Provide support for the dissemination of the UNRWA Spain activities and collaboration in other activities when required (events, campaigns, newsletter, web site, media, etc).
Professional Knowledge and Experience
University degree from an accredited educational institution in International Relations, Development Studies, Public Administration, Social Sciences or other related field; Postgraduate studies in International Cooperation and/or Humanitarian Aid required. A minimum of 12 months demonstrable experience in projects management as project officer. Excellent command of written and spoken English and Spanish (will be tested). Proficiency in planning and work with the LFM, HR and Gender approach (will be tested). Proficiency in computer applications including word processing, spread sheets, email and search tools. (Will be tested).
Other desirable competences:
Knowledge of the Middle East geopolitics, Israeli occupation and Palestine plight, United Nations organization and procedures. Knowledge of Arabic. Work or volunteer experience in Middle East, especially in Palestine.
