ClientEarth tiene una apasionante oportunidad para un abogado o abogada ambiental que formará parte de nuestro proyecto de Productos Pesqueros Sostenibles en España.

Esta persona, en estrecha colaboración con los equipos de Productos Pesqueros Sostenibles y Pesca de ClientEarth trabajará para conseguir una cadena de suministro de pescado y marisco transparente y responsable en España.

Job purpose

The Spanish Seafood lawyer will advocate for a transparent and responsible seafood supply chain in Spain, in close collaboration with both ClientEarth’s Sustainable Seafood and Fisheries teams.

As the leading fishing nation in the EU, with the largest fleet and the largest processing industry, Spain has a pivotal role in driving a sustainable seafood industry and in protecting Europe’s and the world’s fish stocks. The Spanish Seafood lawyer will be active in ClientEarth’s seafood work, with a focus on working hand in hand with the supply chain to improve the implementation of EU laws. This will include legal and policy research, drafting legal recommendations and other advocacy documents, meeting with decision-makers, collaborating with partners and engaging with social and traditional media. There will be a strong focus on the implementation of EU laws in Spain, and on the intricacies linked to the devolved authority of the Comunidades Autonomas (CA).

Lessons learned from ClientEarth’s experience with the Sustainable Seafood Coalition in the UK and from the “Slipping through the net” report will provide key inputs to the workplan. There will be a strong focus on collaborating with the upcoming Spanish voluntary industry platform and the Spanish Seafood Project coordinator, communicating ClientEarth’s recommendations to decision-makers and on collaborating with other environmental NGOs.



Working relationships

This position is based in Madrid, along with the Spanish Seafood Project coordinator. Both staff will work together and report to the Sustainable Seafood Project Lead. The Sustainable Seafood team is part of the wider Biodiversity Programme, which also includes staff in London, Brussels and Warsaw.



Key responsibilities                                                                  

The Spanish Seafood lawyer will:

• Carry out legal research and analysis, critically analyse laws, legislative proposals and policy proposals relevant to Spain.

• Develop and maintain an in-depth knowledge of the EU Common Fisheries Policy, the fisheries Control Regulation and the IUU regulation. More generally, develop and maintain knowledge of laws that relate to the protection of marine resources in Spain. In addition, the Spanish Seafood lawyer will maintain a good understanding of: the devolution settlements between the central government and the CAs in relation to fisheries and control, notably at the point of first sale and in the case of imported fish; aquaculture laws and policies; the institutions and processes involved in the development, implementation and enforcement of Spain’s fisheries laws.

• Develop and maintain an in-depth knowledge of the CMO regulation, particularly in relation to the sale of fish products in Spain; of the devolution settlements between the central government and the CAs when it comes to the sale and marketing of seafood products.

• Draft legal briefings, legislative amendments, research notes, policy analysis, publications, press releases, presentations and other relevant materials.

• Engage with and provide advice to internal colleagues, other Spanish NGOs, Spanish authorities and, as appropriate, EU institutions and organisations.

• Participate in external meetings and undertake advocacy with relevant stakeholders, including MAPAMA, the Secretaria General de Pesca, the local fisheries and control authorities of individual CAs, the seafood supply chain, the fishing industry, civil servants, government advisers and NGOs.

• Initiate and build good relationships with stakeholders, including the supply chain, civil society groups, and institutions working on science and policy.

• Draft funding reports and proposals and help maintain, monitor and facilitate project management and planning tools (such as M&E).

• Support efforts to raise public awareness about relevant issues through social and traditional media, speaking at conferences and other events, etc.

Location

This position is based in Madrid and will likely involve some travel within Spain and occasionally within the EU.



Person Specification

Education and training

• Legal professional qualification.

• At least 3 years' experience of relevant legal practice, preferably in Spain.

Experience & knowledge

• Experience of responding to competing deadlines and managing multiple tasks and priorities within a working environment (essential)

• A good understanding of the Spanish seafood industry, and more specifically of the supply chain (highly desirable)

• A good understanding of the CFP Basic Regulation and Control Regulation, and of relevant international laws/conventions, including the United Nations Convention on the Law of the Sea and the United Nations Fish Stocks Agreement (highly desirable)

• Knowledge of the role and working practices of MAPAMA and the Secretaria General de Pesca as well as of the role of the fishery authorities of the CAs (desirable)

• Knowledge of one or more of the following practice areas: international environmental law, water law, forestry law, waste law, the Aarhus Convention, public/administrative law, property law, trade and investment law (desirable)

• Experience of working in an advocacy role for or with civil society organisations (desirable)

• Interest in environmental issues, particularly the marine environment (desirable)

Key competencies

• Fluent in Spanish and English, with outstanding written and oral communication skills to give authoritative advice and influence external audiences (essential)

• Excellent legal analysis and an interest in using this to further compliance to EU laws (essential)

• The ability to adapt language, style and arguments to make communications on legal and environmental issues accessible to a range of audiences (essential)

• The ability to work collaboratively within a small team but also to execute work independently and take initiative when required (essential)

• Excellent organisational skills and ability to manage competing work priorities effectively (essential)

• The ability to engage confidently and effectively with diverse stakeholders including businesses, decision makers, civil servants and NGOs (desirable)

• Creative thinking and the ability to identify strategic opportunities (desirable)

• IT literate in Microsoft Word, Excel, Outlook and PowerPoint (desirable)

Location

This position is based in IIDMA’s offices in Madrid and will involve some travel within Spain and occasionally within the EU.

Salary

Salary range for this role is €31,900 – €35,100 gross per year dependent on skills and experience.
